§ 32.17 AUTHORITY AND RESPONSIBILITY.
   (A)   (1)   To be fully effective, the authority and responsibility for maintaining a centralized purchasing program or system must reside in the town purchasing agent and his or her immediate staff.
      (2)   This places the responsibility on those who have the interest and skill to do the procedural work properly.
      (3)   It also permits the establishment of uniform policies covering town-vendor relationships as well as inter-department relationships and it permits adequate controls over expenditures.
   (B)   The express purpose of this subchapter is to establish a set of policies designed to guide the decision process as it relates to the procurement of equipment, supplies, and services for use by the town.
