The governing authority of this political subdivision of the state, to the extent of its lawful authority and power, does hereby extend to its eligible employees, and eligible groups and classes of the employees, the benefits authorized by Title II of the Federal Social Security Act, as amended, and as authorized by Act of 1954, approved 3-12-1954, for and on behalf of all the officers and employees thereof and all of its departments and agencies, save and except any of the officers and employees now covered or authorized to be covered, by any retirement system provided by law for any employee or official of this political subdivision, or any of its departments or agencies, or who occupies any position, office, or employment not authorized to be covered by applicable state or federal laws or regulations.
