(A) All members of Council including the Mayor have one (1) vote, the majority rule of three (3) or more is required. The yeas and nays on any question shall always be ordered, when required by two (2) members of Council, and the Town Clerk shall call the roll and take the names of all who "aye" or all who vote "no." During the call no member shall leave Council chambers.
(B) A member may be permitted to explain his or her vote only by leave of majority of Council , and for the explanation be allowed five (5) minutes. If so desired he or she may be recorded in the minutes.
(C) All actions of Council shall be by majority vote of members present at a public meeting.
