These regulations shall take effect and be enforced from and after 3-12-1980, the public welfare demanding it; provided, however, these regulations shall not apply to any subdivision or part thereof as to which design approvals have heretofore been obtained from the appropriate governmental agencies. Developers of subdivisions already under development shall notify the Planning Commission within 60 days from the date of the adoption of these regulations. The notification shall include a copy of the plans and a copy of any previous approvals.
