Should any section, clause or provision of these regulations be declared by a court of competent jurisdiction to be unconstitutional or invalid, the decision shall not affect the validity of these regulations as a whole or any part thereof other than the part declared to be unconstitutional or invalid; each section, clause or provision hereof being declared separate.
