§ 151.096 AUTHORITY TO MODIFY STANDARDS.
   In order to provide the subdivider with maximum flexibility in the design and character of new residential developments, the Planning Commission is hereby authorized to modify the standards and requirements of these regulations. In the case of a plan for an experimental subdivision, cluster development or planned neighborhood unit, which in the judgment of the Planning Commission provides adequate public spaces for the circulation, recreation, light, air and service needs of the tract when fully developed and populated, and which also provides the covenants, or other legal provisions as will assure conformity to and achievement of the plan, the Planning Commission shall have the authority to approve the development on its own merits.
