§ 151.066 PRELIMINARY PLAT.
   (A)   Prior to preliminary plat submission, the tract shall be considered as a legal building site under single ownership and shall be accorded all rights and privileges for development as a single unit of land with regard to grading and building permits and the transfer of ownership.
   (B)   At the time of preliminary plat submission, the intent of the subdivider is officially recognized. No building permits may be issued until the time as the preliminary plat is approved. No ownership transfer, save of the entire tract, shall be recognized. The subdivider may obtain, however, a grading permit to perform incidental site preparation.
   (C)   Upon the granting of preliminary plat approval, building permits may be issued for lots within the subdivision, provided the lots front on an existing publicly maintained road, or on a road substantially constructed in accordance with the approved preliminary plat.
      (1)   Preliminary plat approval shall grant tentative approval to the subdivider for the installation of all improvements within the subdivision.
      (2)   He or she may proceed to so install roads, water lines, sewer lines and the like in accordance with the preliminary plat.
