§ 151.052 IMPROVEMENTS.
   The following improvements are required in all subdivisions in addition to the other requirements stipulated in these regulations and according to the provisions listed for each.
   (A)   Water supply. All lots within a subdivision shall have provided a safe supply of water approved by and installed according to the specifications of the State Department of Health and Environmental Control and the County Health Department.
   (B)   Sewerage facilities. All lots within a subdivision shall have provided a sanitary means of sewerage disposal approved by and installed according to the specifications of the State Department of Health and Environmental Control and the County Health Department.
   (C)   Optional improvements. The subdivider may desire to provide additional improvements in the subdivision according to the following.
      (1)   Curbs and gutters. Curbs and gutters, where not specifically required by the County Engineer as a drainage control device, may be installed along the streets in a subdivision according to the specifications of the County Engineer's office and be accepted by the county for maintenance as a part of the street system.
      (2)   Sidewalks.
         (a)   Sidewalks may be installed by the subdivider within the subdivision.
         (b)   If the subdivider desires sidewalks to be accepted as part of the road system, the sidewalk installation shall be done within the right-of-way according to the specifications of the County Engineer's office.
         (c)   If the subdivider desires not to include the sidewalks within the county maintenance system, then the sidewalks shall be constructed outside of the street right-of-way.
      (3)   Street trees and furniture. If the subdivider desires to include street trees or furniture along the street to enhance the appearance of the subdivision, the trees or furniture shall not be placed on any street right-of-way of less than 60 feet to insure that there will be no future conflict with the vision of motorists, pedestrians and the like, or with utility lines either above or below the ground surface.
      (4)   Recreation space. If the subdivider desires to provide space for recreation for the occupants of the subdivision, the space should be so indicated on the preliminary plat and necessary provisions made for the maintenance of the space irrespective of dedication to the county.
      (5)   Street lighting. Street lights may be installed by the subdivider, provided that:
         (a)   If the lights are placed within the street right-of-way, these same shall not be a part of the total improvements in the right-of-way accepted by the county for maintenance; and
         (b)   The lights shall not be directed in any way so as to shine or illuminate the buildable areas of the lots within the subdivision.
      (6)   Crosswalks. The subdivider may incorporate public crosswalks into his or her subdivision design, provided that:
         (a)   The crosswalks are indicated on the preliminary plat and final plat; and
         (b)   The crosswalks are constructed according to the standards of the County Engineer's office.
      (7)   Bike trails and pedestrian ways.
         (a)   The subdivider may wish to delineate trails and paths through the subdivision for bicyclists or pedestrains.
         (b)   These trails shall be perpetually maintained by the subdivider or a form of Home Owners Association.
