The size, shape and orientation of lots shall be appropriate for the location of the proposed subdivision and for the type of development contemp1ated, and shall be consistent with the following standards.
(A) Access. Every lot shall have access to a road or an officially approved cul-de-sac.
(B) Minimum lot size. Unless otherwise provided by an applicable zoning ordinance, minimum lot sizes shall be determined through compliance with the Lexington County Building Codes, regulations of the State Department of Health and Environmental Control, and requirements of the County Health Department governing use of individual wells and septic tanks.
(C) Setback lines. Unless otherwise provided by an applicable zoning ordinance, building setback lines shall be 45 feet from an arterial, 35 feet from a collector, and 25 feet from all other roads abutting the property or individual subdivision lots.
(1) The building setback line for lots fronting on curvilinear streets or cul-de-sacs shall be measured parallel to the chord of the arc established by the intersection of the side lot lines with the road right-of-way.
(2) Where lots are platted abutting on existing roads shown on the right-of-way plan at a proposed width greater than the present, the building setback line shall be measured from the proposed right-of-way.
(3) Double frontage lots shall be avoided. Reversed frontage lots shall be avoided in blocks exclusively residential.
(4) Insofar as practical, side lot lines shall be at right angles to straight street lines and radial to curved street lines. Lots should not be divided by city limit or county boundary lines, nor zoning districts.
(D) Private lot driveways.
(1) Each proposed lot for residential use shall be so designed as to allow the development of a private driveway serving the lot.
(2) The driveway shall be so located, designed and constructed as to provide a relatively level stopping space no less than 20 feet outside the street right-of-way.
(a) Adequate vision clearance at the intersection of driveways with street right-of-way lines shall be provided. Vegetation, walls, street furniture, or other structures shall be prohibited between a height of two and one-half (2-1/2) feet and ten (10) feet for a distance of five (5) feet removed from the right-of-way.
(b) Driveways of corner lots shall be located at least 30 feet from the point of intersection of the nearest street right-of-way lines.
(E) Monuments.
(1) All lot corners, street corners and points of change in direction in exterior boundary lines of the subdivision shall be marked with iron or concrete markers in accord with the South Carolina State Board of Engineering Examiners Manual for land surveying.
(2) They shall be located within four (4) inches of the finished grade or flush, as conditions may require.
