(A) All proposed subdivisions shall conform to the land use plan, or portion thereof, which has been adopted by the Planning Commission and which is applicable to the tract to be subdivided.
(B) Whenever a tract to be subdivided embraces any part of a thoroughfare collector or other road designated on the right-of-way plan as part of the land use plan, the part of the proposed road shall be platted by the subdivider in the location and of the width indicated on the plan.
(C) Whenever a tract to be subdivided includes a school site or other public use as indicated on the adopted land use plan, or applicable portion thereof, the space shall be suitably incorporated by the subdivider into the preliminary plat of the subdivision. The Planning Commission shall refer the preliminary plat to the governmental agency concerned with the possible acquisition for consideration and report, the submission of which to the Planning Commission shall be no longer than 30 days from the date of the submission of the preliminary plat, the period to be extended an additional 30 days if the agency contacted expresses a desire to negotiate with the subdivider for the portion of the land being subdivided. The extension shall only be granted when a written request is made of the Planning Commission for the extension.
