Any person loitering in any public place as defined above may be ordered by any law enforcement officer to leave that place. Any person who shall refuse to leave after being ordered to do so by a law enforcement officer shall be guilty of a violation of this subchapter. Any public location can erect "No Loitering" signs and this will serve as notice to leave. Any person found loitering on a posted location is in violation of this subchapter. Nothing in this subchapter shall be construed or enforced in a manner as to restrict freedom of speech, religion or association.
