For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
COLLECTOR. Any person, firm or corporation that holds a valid franchise granted by the Town Council to provide residential solid waste collection service within a franchise area pursuant to this subchapter.
CUSTOMER. Any single family or duplex residential household within a franchise area that subscribes to and pays for the collector's solid waste collection service.
HOUSEHOLD GARBAGE. Putrescible animal and vegetable waste and non-putrescible waste such as paper, cardboard, tin cans, wood, glass, crockery or litter of any other kind normally generated in the maintenance of a residential household.
SOLID WASTE. Household garbage and yard rubbish as defined herein.
STAFF. Those employees within the Town of South Congaree designed by the Town Council to be responsible for the administration and enforcement of this subchapter.
TOWN. The Town of South Congaree.
YARD RUBBISH. Non-putrescible solid waste such as leaves, pine straw, pine cones and small shrubbery or tree trimmings or other litter normally associated with the maintenance of residential yards and grounds.
