§ 111.15 FINDINGS.
   (A)   The Town Council finds that facilities for the disposal of solid waste are being made available in rural areas of Lexington County through the green box system.
   (B)   The Town Council finds that it should make franchised solid waste collection service available to single-family and duplex residential households to be able to control sanitation conditions of the area.
