(A) The annual fee for use of streets or public places authorized by a consent agreement or franchise agreement shall be set by the ordinance approving the agreement and shall be based on gross revenue derived from activities in the Town of South Congaree, the length of lines installed in streets and public places, or other formula deemed appropriate by Town Council.
(B) No consent fee or franchise fee shall be construed to be in lieu of a business license tax based on gross revenue unless specifically provided by ordinance.
(C) Credit for business license taxes paid may be applied to fees set by ordinance granting consent or a franchise when specifically authorized by ordinance.
