It shall be the sole responsibility of a mobile home park owner to establish and operate a mobile home park in accordance with the regulations as set forth in this chapter. The zoning permit shall be issued on the basis of compliance with both these regulations and the regulations that are contained within South Carolina DHEC Regulations, and is considered a “permit to operate” by the Town of South Congaree.
