§ 51.15 TAPPING CHARGES.
   (A)   No person, firm or corporation shall be permitted to open up any street or public way for the purpose of making, nor shall make, a tap into or connection with a water main until such person, firm or corporation makes application with and pays to the village a fee as follows.
      (1)   For each family dwelling unit served, whether a single-family, two-family or multiple- family structure or for each connection or tap for nonresidential use excepting those to be used solely for emergency firefighting purposes, if curb box and curb stop exist at the property line, a tap fee of $150 shall be charged per tap plus the cost of pavement restoration, if any, plus any additional time and material costs incurred by the village.
      (2)   For each family dwelling unit served, whether a single-family, two-family or multiple- family structure or for each connection or tap for nonresidential use excepting those to be used solely for emergency firefighting purposes, if no curb box and curb stop exist at the property line and the main must be tapped, the tap fee is $500 plus the cost of pavement restoration, if any, plus any additional time and materials costs incurred by the village.
      (3)   In addition to the fees set forth in divisions (A)(1) and (A)(2) above, for each water service connection, excepting those to be used solely for emergency firefighting purposes, in excess of one inch in size, the tap fee is $500 plus the costs of contractor’s fees, pavement restoration, if any, plus any additional time and materials costs incurred by the village.
      (4)   Each water service connection installed after the effective date of this section shall be individually metered through a water meter supplied by and purchased from the village at a price to be determined by the Village Manager. Said meter is to be set in accordance with such rules as the Village Manager shall from time to time prescribe, with all installation being subject to approval by the Village Manager.
   (B)   The Village Commission reserves the right to set special fees other than those heretofore set forth in exceptional cases where connection to the village water system would place a demand upon the public utility system in excess of that anticipated at the time of the adoption of this section. The Village Manager shall determine the amount of such special fee which shall be based upon the additional cost anticipated by such excess demand plus 25%.
   (C)   No person, firm or corporation shall be permitted to place any water connection in service for other than plumbing testing purposes, (which shall be limited to a period of no longer than 24 hours), until such person, firm or corporation makes application with the village, is granted authorization for such action and pays to the village the applicable fees set forth in division (A) above.
   (D)   The Village Manager may set special fees other than those set forth in division (C) above where the village performs services and/or supplies materials relating to water service at the request of or necessitated by negligence, waste or improper use by an owner as determined by the Village Manager. Such fee shall be equal to the cost of such services and/or materials to the village plus 25%.
   (E)   No application for service will be accepted unless and until the applicant first deposits $40 plus a $5 administrative fee, which $40 deposit shall be returned upon discontinuance of service, without interest, provided all charges have been fully paid, and in the event such charges are not fully paid, such deposit shall be set off against such charges with the balance, if any, paid to the owner.
