(A) In order to pay the expense for operating, managing and maintaining the water and wastewater systems of the village and to make adequate provision for the payment of principal of, interest on and other fund requirements of any bonds or notes which have been or may be issued to pay the costs of extension to or improvements of such water works system, there is hereby established a minimum charge for each quarter of each separate residential unit or residence which uses the village water supply at the rate of:
(1) The minimum charge for each quarter for water services shall be $20 per separate residential unit or residence;
(2) Four dollars and five cents for each 1,000 gallons of water used over 5,000 gallons per quarter;
(3) The minimum charge for each quarter for sewer service shall be $41.45; and
(4) Three dollars and forty-three cents for each 1,000 gallons of water used over 5,000 gallons per quarter for sewer service.
(B) For multi-family or apartment structures on one central-joint meter, the minimum charge shall be based upon the number of separate residential units on the meter times $20 per quarter for water, plus $41.45 per quarter for sewer service, plus $4.05 for water and $3.43 for sewer for each respective 1,000 gallons used in excess of 5,000 gallons times the number of separate residential units.
(C) The rates set forth above shall apply to water consumed and wastewater treated in the first quarter of 2012 and thereafter, and all water charges will be due and payable on the first day following the quarter in which such charges are incurred, namely, January 1, April 1, July 1 and October 1, and such charges shall be paid at such places as may from time to time be designated by the Village Commission and when such charges are unpaid by the fifteenth day of the month in which the same are due, then the village will add a late charge of $10 payable in full. Within 30 days thereafter, and such changes not having been paid in full, such water service will be discontinued and the water meter will be removed without notice and restored only upon payment of all charges and fees due. No water will be furnished to any renter of premises until the payment of water services is guaranteed by the owner of said premises.
(D) Beginning with the first quarter 2013, and annually thereafter, rates for water and sewer service will be adjusted by the change in the Consumer Price Index (CPI) - Midwest Urban as published by the U.S. Bureau of Labor Statistics, for the previous year.
(E) All new single-family residences and multi-family or apartment residences of four or fewer units constructed within the village, after the adoption of this section, shall be equipped with a separate meter as determined by the village for each separate residential unit, and new tap to the village water and sewer services shall not be provided to a residence until the same is completed.
(F) All users of residential water pursuant to this section shall be subject to such rules relating to the same as the Village Manager shall establish.
