(a) Intent. General Commerical Districts are intended to provide for commercial and semi-industrial uses which:
(1) Are required widely throughout the City; and
(2) Involve moderate levels of noise, vibration, smoke, dust, odorous matter and other nuisances which make them incompatible with residential and most retail activities; and
(3) Often deal with bulky products for which automobile and truck access is necessary; and
(4) Often must have relatively low-cost sites.
These uses shall be located where they are accessible to the whole City, but shall be planned in such a way that living and working areas can be protected from their nuisance effects. They often contain activities serving business enterprises in a regional center and should, therefore, be accessible to such centers.
(c) Permitted Accessory Uses. Permitted accessory uses in the C-10 District shall be as permitted and regulated in the C-8 Central Business District.
(d) Conditional Uses. Uses permitted by special permit in the C-10 District shall be as provided in Section 1329.01.
(e) Loading and Unloading Regulations. In the case of warehouses in the C-10 District, no loading and unloading operation shall be performed from a public right of way. All users shall be responsible for providing adequate loading and unloading facilities on the premises of the principal buildings; these may be provided in common for more than one commercial use; except, that any use in excess of ten thousand square feet of floor area shall provide at least one off-street loading and unloading space, plus one space for each additional ten thousand square feet or portion thereof.
