Whenever the plumbing inspector shall have inspected and tested the lawn sprinkling system work and if the work complies with the requirements of this chapter, he shall issue a certificate of inspection certifying that the work has been properly inspected, tested and is ready for use. If the work does not comply with the requirements of this chapter, the plumbing inspector shall order such changes as may be necessary for the work to comply with the provisions of this chapter. Until the plumbing inspector shall have issued a certificate of inspection, it shall be unlawful for any person to bury, cover or conceal any pipes, fixtures or sprinkler heads.
