No lawn sprinkling system shall be designed, installed, replaced or repaired unless such design, installation, replacement or repair complies with all ordinances of the village and with the applicable provisions of the Illinois plumbing code. All design, installation, replacement or repair work shall be performed in a good and workmanlike manner according to accepted standards and practices only by plumbers licensed under the provisions of the Illinois plumbing license law.
