A conservancy commission shall consist of five (5) members. The conservancy commission shall act and is hereby constituted to make recommendations to the village board on conservancy issues. In addition to its duties as hereinafter set forth, the conservancy commission shall have those duties and powers as granted to it by village ordinances, resolutions, and motions as properly adopted by the president and board of trustees.
