It is hereby required that a permit be obtained in advance and all other requirements of this chapter be complied with whenever a building or structure or part or appurtenance thereof, located within the limits of the village, is erected, installed, altered, converted, remodeled, structurally repaired, moved, demolished or its use or occupancy is established or changed.
