2-1-4: POWERS AND DUTIES:
The plan commission/zoning board of appeals shall have duties and powers as follows:
   A.   To prepare and recommend to the board of trustees a comprehensive plan of public improvements looking to the present and future development of the village 1 . Such plan, after its adoption by the board of trustees, shall be known as the official plan of the village. The commission/board may thereafter from time to time recommend any changes in such official plan. Such plan may include reasonable requirements in reference to streets, alleys and public grounds in unsubdivided lands within the corporate limits and in contiguous territory outside of the distant not more than one and one-half (11/2) miles from such limits and not included in any city, village or incorporated town; such requirements to be effective whenever such lands shall be subdivided after the adoption of such plan.
   B.   To prepare and recommend to the board of trustees from time to time plans for specific improvements in pursuance of such official plan.
   C.   To give aid to the officials of the village charged with the direction of projects for improvements embraced within the official plan, to further the making of such improvements and generally to promote the realization of the official plan.
   D.   To review the off street parking space plans and site layouts and other duties as required in the zoning ordinance.
   E.   To give due notice and hold public meetings and hearings for the review and recommendation of village ordinances as may be directed by the village president and board of trustees.
   F.   To exercise such other powers germane to the powers granted by this chapter and by such other ordinances as may be conferred by the board of trustees on the plan commission/zoning board of appeals. (Ord. 0-77-57A, 2-9-1977; amd. 1992 Code)
   G.   To make recommendations for variation, to the village board, from section 8-4-5 of this code regarding swimming pools provided such variation will not adversely affect any adjoining property. All such hearings for variation shall comply with the provisions and procedures of section 11-3 of the village zoning code. (Ord. 2006-765, 4-13-2006)
