The President, by and with the advice and consent of the Board of Trustees, shall appoint seven (7) members of the Plan Commission/Zoning Board of Appeals.
When first appointed, the members of the Plan Commission/Zoning Board of Appeals shall serve respectively for the following terms: two (2) for one year, two (2) for two (2) years, and three (3) for three (3) years, or until their respective successors have been duly appointed and qualified. The successor to each member so appointed shall serve for a term of three (3) years, or until his successor has been duly appointed and qualified. Vacancies upon the Board shall be filled for the unexpired term of the member whose place has become vacant, in the manner herein provided for the appointment of such members.
