The village shall establish a repair and maintenance program for roads, swales and infrastructure within the village. Each fiscal year the village shall appropriate sufficient amounts to be transferred into the road repair and infrastructure maintenance fund from the general fund and the motor fuel tax fund to fund the repair and maintenance program for that fiscal year.
