The Board, by subsequent ordinance, shall authorize enforcement procedures to be taken against any landowner who does not pay the amount which has been assessed against him. These enforcement procedures shall include but shall not be limited to (1) the filing of a lien upon the property assessed, (2) the filing of a complaint to foreclose the lien, and (3) the filing of a petition for the entry of an order authorizing the Village to sell and assign the lien.
