Following public hearing, if the proposed improvement is not abandoned, the Board shall adopt an ordinance authorizing the improvements. The ordinance shall set forth (1) the nature, character, locality and description of the improvement, (2) the amount to be assessed per lot, block, tract or parcel of land, provided that no such land shall be assessed a greater amount than it will be actually benefited, and (3) the specific terms of the assessment including but not limited to the number of installments and the provisions for interest.
