7-2-3: PROCEDURES PRIOR TO AUTHORIZATION OF IMPROVEMENTS:
No ordinance authorizing any local improvement by special assessment shall be considered or passed by the Board unless and until the following actions have been taken:
   A.   Ordinance for Local Improvement: An ordinance shall be adopted by the Village President and Board of Trustees proposing the improvements by special assessment. Said ordinance shall include 1) a description of the improvement to be made and an estimate of cost and proposed division of cost, 2) a statement of the place where the description and estimate of cost are available for public inspection, 3) a statement of time and place set for public hearing, 4) a statement of the notice to be given, and 5) a form of the notice.
   B.   Public Hearing; Notice: A public hearing shall be held by the Village Board for consideration of the proposed local improvement. At this hearing, the representation of any person desiring to be heard on the subject of the necessity of the proposed local improvement, the nature thereof or the cost as estimated shall be heard.
Notice of public hearing shall be published at least once not less than ten (10) days prior to public hearing in one or more newspapers of general circulation in the Village. In addition, notice by mailing shall be given by depositing said notice in the United States mails, addressed to the person or persons in whose name the general taxes for the last preceding year were paid on each lot, block, tract or parcel of land described as being adjacent to the proposed improvement. Said notice shall be mailed not less than ten (10) days prior to the time set for the public hearing. Said notice shall contain 1) the substance of the ordinance proposing improvement adopted by the Board, 2) the estimate of cost, and 3) a notification that the extent, nature, kind, character and estimated cost of the proposed improvement are subject to change by the Board at the public hearing.
   C.   Information on File: An accurate map of the specific territory to be benefited by the proposed improvement together with a description of the extent, nature and character of the proposed improvement and the estimate of cost shall be on file in the office of the Village Clerk and available for public inspection at least ten (10) days prior to the date set for the public hearing.
