In the exercise of the Village's powers and the performance of its functions pertaining to the making of local improvements by special assessment, this Chapter has been enacted for the following specific purposes:
A. To encourage the orderly development and implementation of a special construction project of benefit to a specific area in the Municipality.
B. To provide for collection of funds in amounts reasonably related to the benefits derived from such construction. (Ord. 0-83-189, 11-10-1983)
