7-1-1: ROADWAY AND DRIVEWAY SPECIFICATIONS IN INDUSTRIAL AND COMMERCIAL AREAS:
   A.   Subgrade Preparation For Industrial And Commercial Roadways:
      1.   All topsoil and other unsuitable material shall be removed from areas to be paved, whether in cut or fill. Fill material shall be of clay or granular material compacted to ninety five percent (95%) of density. (Ord. 0-72-20, 10-12-1972)
      2.   No culvert pipe shall be less than twelve inches (12") in diameter and shall be fitted with preformed end sections. Only concrete, aluminized corrugated metal, and plastic pipe are allowed. The length of the pipe shall be the width of the driveway plus the radius; all plastic pipe shall be HDPE corrugated pipe; all concrete and aluminized corrugated pipe shall meet IDOT specifications. All culvert pipe used shall be of sufficient diameter to provide a means for adequate drainage as determined by a licensed professional engineer appointed by the village board.    B.   Roadway Specifications:
      1.   Industrial Areas: Public roadways within industrial areas shall be of minimum width of thirty feet (30'), have gravel shoulders of six feet (6'), and have a four inch (4") crown, and shall be constructed within the minimum standards as herein set forth.
The minimum base course for all industrial roadways shall consist of ten inch (10") no. 9 road gravel put down in two (2) lifts of five inches (5") each, primed with MC-O liquid asphalt at the rate of one-third (1/3) gallon per square yard. The surface course shall consist of bituminous concrete pavement of two inches (2") compacted thickness of bituminous concrete binder course I-11 hot plant mix asphalt, and a one inch (1") compacted thickness of bituminous concrete surface course I-11 hot plant mix asphalt; all constructed as per state of Illinois highway specifications.
      2.   Commercial Areas: Public roadways within commercial areas shall be of minimum width of twenty feet (20'), have gravel shoulders of six feet (6'), and have a three inch (3") crown, and shall be constructed within the minimum standards as herein set forth.
The minimum base course for all commercial roadways shall consist of eight inch (8") no. 9 road gravel put down in two (2) lifts of four inches (4") each, primed with MC-O liquid asphalt at the rate of one-third (1/3) gallon per square yard. The surface course shall consist of bituminous concrete pavement of one and one-half inches (11/2") compacted thickness of bituminous concrete binder course I-11 hot plant mix asphalt, and a one inch (1") compacted thickness of bituminous concrete surface course I-11 hot plant mix asphalt; all constructed as per state of Illinois highway specifications.
   C.   Driveways:
      1.   Industrial Areas: The minimum width of driveways leading from industrial areas onto public roadways shall be twenty feet (20') at the property line with a ten foot (10') radius.
      2.   Commercial Areas: The minimum width of driveways leading from commercial areas onto public roadways shall be twenty feet (20') at the property line with a five foot (5') radius. (Ord. 0-72-20, 10-12-1972)
      3.   Hard Surface: All driveways must be constructed with a hard surface consisting of asphalt, concrete or pavers. No gravel surface driveways are permitted in the village. (Ord. 2016-1132, 10-10-2016)
   D.   Penalties: Any person found guilty of violating any provision of this section shall be fined not less than twenty five dollars ($25.00) nor more than five hundred dollars ($500.00) for each offense; and a separate offense shall be deemed committed on each day such violation occurs or continues.
