The provisions of this chapter are inapplicable if at the time of the offense the vehicle used in the violation was stolen and the theft was reported to the appropriate police authority within twenty-four (24) hours after the theft was discovered, or the vehicle was otherwise operated without the knowledge and express or implied consent of the registered owner.
