The village president shall have the authority to make purchases of material, equipment, supplies or other personal property, to engage the services of contractors, or to make any other expenditures authorized by the annual appropriation ordinance then in effect, in an amount up to fifteen thousand dollars ($15,000.00), without prior approval of the board of trustees.
