5-1-2: CHIEF OF POLICE:
   A.   Office Created; Appointment: There is hereby created the office of chief of police who shall be head of the department of police. He shall be appointed by the village president, with the advice and consent of the board of trustees.
   B.   Duties: The chief of police shall have the custody, care and control of the police department, subject to the direction of the village president. He shall devote his entire time to the municipal affairs of the village, to preserve the peace, order, safety and cleanliness thereof, and to this end he shall execute and enforce all applicable statutes, ordinances and orders of the village president and board of trustees. He shall be charged with the duty of protecting the rights of persons and property, providing a proper police force at every fire, to take notice of any nuisance, to take notice of any impediment, obstruction or defect in the streets, avenues and public places of the village, to remove the same or cause immediate notice thereof to be given to the proper person whose duty it may be to attend to the removal of the same, and he shall cause to be enforced all ordinances of the village and applicable statutes of the state. He shall keep a complete record of all arrests, fines and disposition of all calls and investigations.
   C.   Reports Required: The chief of police shall, not later than January 31 of each year, make an annual report to the president and board of trustees, in writing, of the state of the police force, with a detailed statement of the transactions of the department of police for the preceding calendar year, with such statistics and suggestions in regard to the requirements of the department as he may deem advisable. He shall also make reports of any matter or thing concerning such department whenever suggested by the president and board of trustees.
   D.   Compensation: The compensation of all police department personnel shall be established annually by the board of trustees.
   E.   Removal From Office; Reinstatement: The village president may remove the police chief on any formal charge whenever he is of the opinion that the interests of the village demand removal, but he shall report the reasons for the removal to the board of trustees at the next regular meeting of the board of trustees. If the president fails or refuses to report to the board of trustees the reasons for the removal, or if the board of trustees, by a two-thirds (2/3) vote of its members authorized by law to be elected, disapproves of the removal, the chief of police thereupon shall be restored to his office. The vote shall be by ayes and nays which shall be entered upon the journal of the president and board of trustees. Upon restoration, the chief of police shall take a new oath of office.
