No commercial or noncommercial applicator, including homeowners and tenants, shall apply to any area within the village any fertilizer, whether in liquid or granular form, which contains any amount of phosphorus or other compound containing phosphorus, such as phosphate, except:
A. The naturally occurring phosphorus in unadulterated natural or organic fertilizing products such as yard waste compost; or
B. As otherwise provided in section 4-16-4 of this chapter. (Ord. 2010-911, 6-10-2010)
