1-8-1: PURPOSE:
   A.   Public trust is essential for an effective democratic government. Public trust is developed when public officials serve their government with integrity and honesty and perform their duties equitably and in the public interest, with accountability to the people. Public confidence requires that governmental decisions and policy be made and carried out in the proper channels of the governmental structure and that public office not be used for personal gain.
   B.   For the purpose of protecting the integrity of the government and public service, both the people and those serving them should be guided by objective standards, as well as a system for interpreting and requiring adherence to these standards. (Ord. 2004-713, 5-13-2004)
