10-5:   SIGN RESTRICTIONS APPLYING TO ALL DISTRICTS:
Except as otherwise provided in this chapter, the following restrictions shall apply to all use districts designated now and hereafter established in the zoning ordinance:
   A.   Signs painted on building walls are prohibited.
   B.   With the exception of grand opening banners permitted by subsection H of this section, pennants, banners, streamers and portable signs are prohibited.
   C.   Billboards are hereby prohibited.
   D.   Advertising benches or other similar signs are hereby prohibited.
   E.   "Temporary signs" for commercial, business or advertising use within the right-of-way of any street, roadway or highway are prohibited.
   F.   One sign only shall be permitted identifying a contractor, architect, engineer, and subcontractors engaged in the construction of a building upon the property which the sign is located, provided such sign shall not exceed twelve (12) square feet in area and no more than six feet (6') in height. Such signs shall be removed within thirty (30) days following initial occupancy of said building.
   G.   Subdivision identification signs shall be permitted when submitted as a part of a landscape plan in preparation for preliminary and final subdivision plat approval. Limitations of size and height shall be determined by recommendation of the Plan Commission/Zoning Board of Appeals and approved by the Board of Trustees. Such signs shall contain only the name or identifying character of the subdivision. No advertising, names, addresses or phone numbers of any person shall be permitted thereon. All existing subdivision signs in existence at the time of passage of this chapter, and in compliance with the above, shall be considered as permitted signs subject to all other applicable provisions of this chapter.
   H.   Grand opening signs/banners:
      1.   Grand opening banners shall be permitted in conjunction with the initial opening of a business subject to the restrictions set forth herein. No other banners are permitted pursuant to this subsection H1. Retail business may obtain approval of the Village of South Barrington to display no more than one grand opening banner for a period of fourteen (14) days. Any permitted grand opening banner must be removed within twenty four (24) hours after the permitted use period ends.
      2.   The size, construction, material, and placement location of the banner must be approved by the Architectural Control Commission and the Building and Zoning Inspection Officer.
      3.   The advertisement language of a grand opening banner shall pertain only to the retail business conducted on or within the premises upon which such banner is displayed.
      4.   All grand opening banners shall be safely and securely attached or secured to a wall or other structure. No strings, ropes, or wooden slats for anchoring or support purposes shall be permitted.
         a.   No grand opening banner shall project from a wall a distance greater than six inches (6");
         b.   The total size of a permitted grand opening banner shall not exceed thirty two (32) square feet;
         c.   No electrical devices are permitted within the grand opening banner.
      5.   Every applicant shall pay an application fee of fifty dollars ($50.00) before being granted Village approval for a grand opening banner.
      6.   Application for approval of any grand opening banner shall include the following information:
         a.   Name, address, and telephone number of the applicant;
         b.   Location of building, structure or lot of record to which or upon which the grand opening banner is to be attached or erected;
         c.   Position of the grand opening banner in relation to nearby buildings or structures;
         d.   Twelve (12) drawings of the plans and specifications and method of construction and attachment to the building, ground, or other structure;
         e.   Name of person, firm, corporation or association erecting the grand opening banner;
         f.   Such other information as the Building Officer or Architectural Control Committee shall require to show full compliance with this and all other laws and ordinances of the Village of South Barrington.
   I.   Signs advertising motor vehicles, recreational vehicles, trailers, and watercraft "For Sale" are prohibited in all districts.
   J.   Electronic signs are prohibited in all districts. (Ord. 2018-1173, 2-8-2018)
