Parkways between right of way line and the pavement edge on roadways and roadway backslopes outside the right of way and drainage easements shall be graded smooth and topped with at least four inches (4") of black dirt after compacting and removal of brush or trees that cannot be saved, boulders and such. Such areas shall be seeded or sodded in accordance with section 642 or 644 of the state standard specifications. If seeded, seeding mixtures shall be class I or class II. (Ord. 0-77-57A, 2-9-1977)
