11-3-5-2: MINIMUM RIGHT OF WAY WIDTHS AND DESIGN STANDARDS:
   A.   Schedule Of Right Of Way Widths: The minimum widths of rights of way for streets to be dedicated or established after the effective date hereof within the village or its environs under the jurisdiction of this title shall conform to the following schedule:
 
Primary streets, arterial, major streets, parkways
 
80 feet to 100 feet, located in accordance with general development plan
Secondary, arterial, or collector streets
 
66 feet to 80 feet, located in accordance with general development plan
Minor streets

Cul-de-sacs

   B.   Clear Vision: Clear visibility, measured along the center line of the street, shall be provided for at least three hundred feet (300') on all primary streets, two hundred feet (200') on all secondary streets and at least one hundred feet (100') on all other streets.
   C.   Street Intersections: All street intersections and confluences must give clear evidence of being conducive to safe traffic flow.
   D.   Minor Streets: Minor streets shall be so laid out that their use by through traffic will be discouraged.
   E.   Alleys:
      1.   Alleys must be provided in commercial and industrial districts unless provisions are made for service access such as off-street loading and parking consistent with and adequate for the uses proposed.
      2.   Alleys shall be prohibited in residential areas.
      3.   The width of an alley shall not be less than twenty feet (20') nor more than forty feet (40').
   F.   Cul-de-sacs: Each cul-de-sac shall have a terminus of nearly circular shape with a minimum diameter of one hundred twenty feet (120') of right of way; the pavement shall have a minimum diameter of eighty feet (80') to the outside edge.
   G.   Half Streets; Reserve Strips: Half streets shall be prohibited. No strip or area shall be reserved along any portion of a street, half street or alley which will prevent adjacent property owners access thereto.
   H.   Entrances to State or County Highways: If the tract of land proposed to be subdivided or any part thereof lies adjacent to a highway over which the Division of Highways of the State of Illinois or the County of Cook has jurisdiction with respect to maintenance and upkeep thereof, and an entrance or entrances are desired from such highways to lots, streets, roadways or alleys in such proposed subdivisions, the subdivider or developer shall submit to the Village Engineer a written permit from the said Division of Highways, granting him permission to obtain and construct such an entrance or entrances.
   I.   Street Names: No street names may be used which duplicate or may be confused with the names of existing streets; provided, that existing street names shall be used on all continuations of existing streets.
   J.   Natural or Man-Made Features: Due consideration shall be given to the preservation of any landmarks, large trees or natural or man-made structures of unusual or unique beauty or historical interest.
   K.   Driveways and Private Streets:
      1.   Wherever possible, driveways or private or minor streets shall not enter directly onto major roads or thoroughfares.
      2.   Private driveways shall have c.m.p. culverts, or equal, of fourteen (14) gauge minimum thickness and a diameter adequate to insure the continuous unrestricted flow of water, but in no case less than twelve inches (12") in diameter. All driveway approaches shall have a minimum radius of five feet (5') with the toe of the radius not permitted to extend beyond the property line. All approaches within the right of way shall have the same base requirements as the street it adjoins. All culverts shall be installed slightly below the ditch flow line. All private driveways for multi-family, commercial and industrial subdivisions shall be subject to the review and recommendation of the Village Engineer and the approval of the Plan Commission/Zoning Board of Appeals.
