311.06 TRAFFIC CONTROL PROCEDURES IN CONSTRUCTION AREAS.
   (a)   The Chief of Police, or their designee, shall determine the appropriate traffic control measures to be used by private contractors to maintain traffic flow during road repair or improvements, utility repair or installations or any projects along the public rights of way.
   (b)   If the determination is that the appropriate traffic control for a project is the use of flag men to control and direct traffic flow, such services will be performed by uniform off duty Village police officers, pursuant to an individual personal service between an officer and the contractor. The officers shall be paid prevailing wages for such services.
   (c)    Such determination of appropriate traffic control measures to maintain traffic control shall be made for public projects and shall be included in bid instructions for public projects.
   (d)   If, after reasonable steps undertaken by a private contractor for a project, the Chief of Police or their designee determines that uniform off-duty village police officers are not available at the time required for such project, the contractor may employ private individuals for traffic control.
   (e)    If off duty Village police officers are used, contractor invoices will be paid after the off-duty Village police officers have been paid by the contractor.
