(A) This chapter shall be held and construed to be cumulative of all other ordinances affecting the collection and disposal of garbage, brush and other waste materials in the city, except in those instances where the provisions of this chapter are in conflict with the provisions of ordinances heretofore passed.
(B) This chapter shall take effect from and after five days after publication and, in this connection, the City Clerk is hereby directed to publish the descriptive caption of this chapter, stating in summary the purpose of the chapter and the penalty for violation thereof.
