§ 50.01  WATER AND SEWER RATES.
   (A)   Prescribed charges.
      (1)   Each customer of the water supply system whose service is within the city limits shall be assessed a minimum monthly charge of $14.75, plus a monthly user charge of $2.47 per thousand gallons of water used.
      (2)   Each customer of the sanitary sewer system, whose service is within the city limits, shall be assessed a minimum monthly charge of $14.75, plus a monthly charge of $1.67 per thousand gallons of wastewater contributed to the sanitary sewer system. The volume of the contribution shall be computed as 100% of the water sold to the customer with the maximum usage being determined as the average of the water sold to the customer for the months of November, December, January and February.
      (3)   Rates for customers of the water supply and sanitary sewer system, whose services are outside the city limits, shall be one and one-half times the rates for customers whose services are within the city limits.
      (4)   If more than one residential or commercial unit per meter is actively receiving water and/or sewer service, the minimum charge will apply separately to each unit.
   (B)   Other charges/penalties.
      (1)   A reconnection fee of $50 will be charged before service can be restored to any customer who has been disconnected for failure to pay user charges.
      (2)   If water and sewer bills are not paid by the due date, a $5 late fee will be added.
      (3)   A fee of $25 shall be assessed toward checks returned for “insufficient fund”.
      (4)   After two call outs to a customer address within a calendar year, a fee of $100 will be charged for each call out by the city or its contractors to respond to maintenance or repairs to the city's equipment or facilities caused by the neglect or improper use of the city's equipment or facilities by a customer.
      (5)   A customer will be charged material costs associated with any maintenance or repair to the city equipment or facilities caused by a customer's negligence or improper use of the city equipment or facilities by placement of any product, including but not limited to non-biodegradable or non-dissolvable (i.e. grease) products in the city's wastewater system that will damage the city equipment and facilities.
   (C)   Sufficiency of revenue. The City Council has determined that the water and sewer charges prescribed in this section are necessary and sufficient to cover all costs of debt service and operation and maintenance of the city’s water supply, sewage collection and treatment system.
   (D)   Effective date. This section shall be effective upon its passage and publication as required by law.
