§ 155.15  PUBLIC NUISANCES.
   All substandard buildings or structures within the terms of this chapter which shall constitute a menace to the health, morals, safety or general welfare of its occupants or of the public are declared to be public nuisances and shall be ordered to be vacated, repaired, or demolished as hereinabove provided.
