§ 131.99  PENALTY.
   (A)   Any person violating this chapter or any portion thereof shall, upon conviction, be deemed guilty of a misdemeanor and subject to fine upon conviction in the Municipal Court.
   (B)   The city retains all legal rights and remedies available to it pursuant to local, state and federal law.
