This chapter shall be held and construed to be cumulative of all other ordinances affecting food service establishments in the city, except in those instances where the provisions of this chapter are in conflict with the provisions of ordinances heretofore passed, and all ordinances or parts of ordinances in conflict with the provisions of the chapter are expressly repealed. This chapter shall take effect from and after publication of the descriptive caption of this chapter, stating in summary the purpose of the chapter and the penalty for violation thereof.
