§ 114.01  DEFINITIONS.
   (A)   For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
      DRILL SITE. All of the land area used during the drilling or other related operations, specifically including, but not limited to, rig locations, portable or permanent structures, steel slushpits, storage or pipe or other material and the parking or maneuvering of vehicles, except roadways used for ingress or egress to the drill site.
      DRILLING UNIT. An area where one or more permits have already been granted and the unit is existing and was created by prior oil and gas ordinances of the city and for which the development or drilling on the DRILLING UNIT (consisting of one contiguous body of land composed of one or more tracts of land and where no more than one permit has been issued on any existing drilling unit for each two and one-half acres of the surface thereof) has not been abandoned by the permittee or terminated permit by the city.
      MINERAL OWNER. The owner of the mineral interest in, on or under a described tract of land or lessee of the minerals in, on or under a described tract of land.
      PERMITTEE. The person to whom is issued a permit or certificate for the drilling, operating and producing of a well under this chapter and his or her heirs, legal representatives, successors and assigns.
      PERSON. Any natural person, corporation, association, partnership, limited partnership, receiver, trustee, guardian, executor, administrator, political subdivision and a fiduciary or representative of any kind whether acting for himself, herself or itself or in any representative capacity.
      PROPERTY OWNER. The real property surface record owner(s) having legal or equitable title to the surface of the drill site.
      WELL. Any hole or holes, bore or bores, to any sand, horizon, formation, strata or depth for the purposes of producing any oil, gas, liquid hydrocarbon, brine water, sulfur water or for use as an injection well for secondary recovery, or any of them.
   (B)   All technical or oil and gas industry words or phrases used herein and not specifically defined shall have that meaning customarily attributable thereto by prudent operators in the oil and gas industry.
