§ 111.13  ADMINISTRATION.
   (A)   The City Police Department non-consent wrecker system, as it will be administered, is as follows.
      (1)   In the event that owners/operators of disabled vehicles, or that arrested owners/operators of vehicles having need for towing service, his or her preference will take precedence over non-consent service if preference wrecker can respond in estimated time of arrival (ETA of 30 minutes).
      (2)   Preference service can only be made by owner/operator of vehicle to be picked up. Statement or calls from wrecker owners/operators will not be accepted for preference services.
      (3)   In the event that owners/operators of disabled vehicle, or that arrested owners/operators of vehicles have need for towing service, but have no preference, refuse to specify a preference, are unable to specify a preference of wrecker service, or in any event where owners/operators are unavailable to specify wrecker service to officers to the City Police Department shall, through the county, request response by non-consent wrecker companies operating within the city.
   (B)   Failure to comply to any of the above guidelines, resulting in three written warnings, will result in wrecker service being removed from wrecker rotation list.
