(A) Any per son violating any provision of this chapter for which no specific penalty is prescribed shall be subject to § 10.99.
(B) Whoever shall willfully or intentionally obstruct or injure or cause to be obstructed or injured in any manner whatsoever any public street, public street ditch, public drainage facility, public road or highway or any street or alley in the city, or any public bridge, culvert, causeway, strip, spillway or any other public drainage facility or shall fill in any public street ditch or public drainage facility or culvert or drain without first securing written permission from the City Manager or the Mayor of the city shall be guilty of a misdemeanor and shall be fined not exceeding $200.
