§ 3-5-38 LOCAL PREFERENCE IN PURCHASING.
   A.   Whenever possible, the city prefers to purchase its good and services from local business establishments in order to stimulate the local economy for the benefit of all Somerton residents. However, the city will not purchase from local businesses at exorbitantly high prices. This is only sound economic and financial practice and shall be supported by all tax concerned citizens of Somerton.
   B.   Normally, to afford competition yet provide purchasing preference to local businesses, the following guidelines will be used:
      1.   Purchase order total of:
 
$1,000 - $3,000
10% difference
$3,000 - $10,000
5% difference
$10,000 and up
No preference is given
 
      2.   Typical exceptions to this schedule are:
         a.   Sole source purchases;
         b.   Emergency purchases;
         c.   Where a significant difference in quality materially affects the outcome of a project or service; or
         d.   Where a local business fails to respond to requests for price quotations.
