§ 3-5-27 POWERS AND DUTIES OF PURCHASING AGENT.
   A.   The purchasing agent has the following responsibilities which may be delegated by the City Manager as needed to department directors:
      1.   Supervise the purchase of all materials, supplies, and equipment for which funds are provided in the budget or by specific City Council action;
      2.   Negotiate contracts necessary for operation or maintenance of city services for amounts up to and including $30,000 once approved by proper authority,
      3.   Negotiate for purchases or contracts in excess of $30,000 upon approval of City Council;
      4.   Receive sealed bids for purchase or contracts in excess of $30,000 and present them to the City Council for approval;
      5.   Advise the Council on the advantage or disadvantage of contract and bid proposals.
   B.   The purchasing agent is not able to negotiate for new construction contracts. Further, the authority shall not extend to any contract or obligation incurred for any item or service which exceeds the current budget appropriation without a supplemental appropriation by the Council.
   C.   No contract for new construction shall be let except by the City Council.
