§ 3-4-5 COUNCIL NOT TO INTERFERE WITH APPOINTMENTS OR REMOVALS.
   Individual Council Members shall not interfere with the hiring or firing of employees of the City Manager, nor give orders to any employee of the city, except as directed and authorized by the Council.
